Automated underwriting uses an algorithm such as Fannie Mae Desktop Underwriter, Freddie Mac Loan Product Advisor, or FHA TOTAL Scorecard to evaluate your mortgage file in seconds, while manual underwriting requires a human underwriter to review every credit, debt-to-income, reserve, and rent record line by line after a Refer/Eligible finding. Both evaluate all four loan readiness pillars.
When you submit a mortgage application, your loan officer first runs your credit, income, debt, and asset data through an Automated Underwriting System (AUS). If the algorithm returns an automated approval (Approve/Eligible or Accept), your file follows a streamlined documentation path with higher permissible debt-to-income (DTI) limits. However, if your credit score is below 620, your credit file is thin, you have an active credit dispute, or you are recovering from a recent bankruptcy or housing delinquency, the system may return a Refer/Eligible finding or trigger a mandatory manual downgrade.
Many borrowers mistakenly believe a Refer/Eligible result is a mortgage denial. In reality, Refer/Eligible means the loan is eligible under the program's rules, but the automated system is referring the file to a human underwriter for a manual underwrite. This 2026 guide explains how all four major AUS engines work, what triggers a manual downgrade, the exact HUD Handbook 4000.1 DTI and compensating factor matrix (31/43 up to 40/50), and how to document Verification of Rent (VOR) and non-traditional credit references.
What Is the Difference Between Automated Underwriting (AUS) and Manual Underwriting?
Even when an Automated Underwriting System issues an approval, a human underwriter still verifies your pay stubs, W-2s, bank statements, and property appraisal to confirm the data entered into the software is accurate. The core difference between AUS underwriting and manual underwriting is who makes the credit and capacity risk decision and which rulebook governs the maximum debt-to-income ratios and reserve requirements.
| Underwriting Dimension | Automated Underwriting System (AUS) | Manual Underwriting (Human Risk Review) |
|---|---|---|
| Primary Decision Engine | Algorithmic risk model (Fannie Mae DU, Freddie Mac LPA, FHA TOTAL Scorecard, USDA GUS) | Direct Endorsement (DE) FHA underwriter, VA SAR underwriter, or conventional manual underwriter |
| Typical Output Status | Approve/Eligible (DU/TOTAL) or Accept (LPA/GUS) |
Triggered by Refer/Eligible, Refer with Caution, no credit score, or a mandatory HUD/GSE downgrade rule |
| Maximum FHA DTI Ratios | Up to 46.99% front-end / 56.99% back-end depending on credit score, LTV, and reserves | Strictly capped at 31% / 43% (0 compensating factors), 37% / 47% (1 factor), or 40% / 50% (2 factors) |
| Maximum Conventional DTI | Up to 45% to 50% back-end DTI on DU/LPA | Capped at 36% back-end DTI (or up to 45% if the borrower meets higher credit score and reserve thresholds under Fannie Mae B3-6-02) |
| Minimum Cash Reserves (FHA 1 to 2 Units) | Often $0 (0 months) required for standard 1-to-2 unit primary residence Approve/Eligible files |
Minimum 1 month PITI required on all manual underwrites (or 3+ months PITI to claim a reserve compensating factor) |
| Housing Payment History Verification | Often relies on credit bureau mortgage tradelines; rent verification frequently waived on strong AUS files | Strict verification of 12 to 24 months of housing/rent payments (0x30 in 12 months) via VOR or 12 months of cancelled checks/bank statements |
| Non-Traditional Credit (No FICO Score) | Generally not eligible for standard AUS risk scoring (except specific thin-file/rent modules) | Explicitly permitted under HUD 4000.1 II.A.5.a.ii(B), VA, USDA, and Fannie Mae B3-5.4-01 using 3+ non-traditional credit references |
| Typical Turnaround Time | Instant algorithmic decision; 2 to 5 business days for human document verification | 5 to 15 business days for complete line-by-line review, Letters of Explanation (LOE), and management sign-off |
How the 4 Major Automated Underwriting Engines Work in 2026
Every mortgage program routes through its own automated underwriting engine. Understanding which engine evaluates your loan helps you anticipate why a file passes or downgrades.
1. Fannie Mae Desktop Underwriter (DU)
Desktop Underwriter (DU) is Fannie Mae's proprietary automated underwriting system for conventional loans, governed by Fannie Mae Selling Guide Subpart B3-2. DU evaluates loan-to-value (LTV), credit history, liquid reserves, debt-to-income ratio, and occupation stability holistically.
- Passing Finding:
Approve/Eligible(the borrower's risk profile is approved and the loan parameters are eligible for sale to Fannie Mae). - Non-Passing Findings:
Refer with Caution(does not meet DU automated risk tolerances) orApprove/Ineligible(the borrower's credit/DTI is strong, but a loan feature, such as loan amount or property type, violates program eligibility). - Rent Payment History Feature: With borrower permission, DU can analyze 12 months of bank statement data to identify recurring on-time rent payments for first-time buyers, which can help a borderline file achieve
Approve/Eligible.
2. Freddie Mac Loan Product Advisor (LPA)
Loan Product Advisor (LPA) is Freddie Mac's automated underwriting engine, governed by Freddie Mac Single-Family Seller/Servicer Guide Topic 5101.
- Passing Finding:
Accept/Eligible. - Non-Passing Finding:
Caution(equivalent toRefer). - Strategic Lender Tip: Because Fannie Mae DU and Freddie Mac LPA weight credit events, student loan calculations, and reserves slightly differently, a knowledgeable loan officer will often run a borderline conventional file through both DU and LPA. A file that receives
Refer with Cautionon DU can sometimes receiveAccept/Eligibleon LPA, or vice versa.
3. FHA TOTAL Mortgage Scorecard
The TOTAL (Technology Open To Approved Lenders) Mortgage Scorecard is HUD's automated mathematical risk evaluator for FHA loans, governed by HUD Handbook 4000.1 Section II.A.4. TOTAL is not a standalone web portal; it is a scoring algorithm invoked through a lender's AUS (typically DU or LPA).
- Passing Finding:
Approve/Eligible(allows higher DTI ratios, frequently up to 46.99% front-end and 56.99% back-end when layered risk is low). - Manual Routing Finding:
Refer/Eligible(instructs the lender that the file is eligible for FHA insurance only if a Direct Endorsement human underwriter manually underwrites the loan under HUD Handbook 4000.1 Section II.A.5).
4. USDA Guaranteed Underwriting System (GUS)
GUS is the U.S. Department of Agriculture's automated underwriting system for 0%-down Single Family Housing Guaranteed Loan Program mortgages, governed by USDA Handbook HB-1-3555 Chapter 10.
- Passing Finding:
Accept. - Manual Routing Findings:
ReferorRefer with Caution(requires full manual underwriting under strict 29% front-end / 41% back-end DTI guidelines).
What Triggers a Mandatory Downgrade From Approve/Eligible to Manual Underwriting?
One of the most important rules in mortgage readiness is that even if FHA TOTAL Scorecard or Fannie Mae DU issues an Approve/Eligible finding, the human underwriter is legally required to downgrade the file to a manual underwrite if certain conditions appear in the documents.
Under HUD Handbook 4000.1 Section II.A.4.a.v, a mandatory manual downgrade is triggered whenever any of the following blockers exist:
- Decision Credit Score Below 580: Any FHA borrower with a representative middle score between 500 and 579 (requiring 10% down) or a borrower with insufficient/no credit score must be manually underwritten or adhere to strict manual DTI caps.
- Disputed Derogatory Credit Accounts >= $1,000: If the borrower's credit report contains active dispute remarks (
"Consumer disputes this account information") on non-medical derogatory collections, charge-offs, or accounts with late payments in the last 24 months whose cumulative balance is $1,000 or more, the underwriter must downgrade the file to manual underwriting. (See our complete guide to collections, charge-offs, and disputed accounts.) - Delinquent Federal Debt or CAIVRS Alert: Unresolved delinquency on federal debt (such as a defaulted federal student loan, SBA loan, or prior FHA claim appearing in CAIVRS) or an unseasoned IRS tax lien repayment plan.
- Recent Mortgage or Housing Late Payments: On an FHA purchase or refinance, if any mortgage tradeline (or verified housing history) shows:
- Any 30-day late payment within the most recent 12 months (more than 1x30 in 12 months, or any 30-day late within 6 months depending on transaction type), OR
- Any 60-day or 90-day+ mortgage late payment within the most recent 24 months.
- Bankruptcy or Foreclosure Inside the Automated Seasoning Window:
- A Chapter 7 or Chapter 13 bankruptcy that does not have at least 2 years of post-discharge seasoning in AUS, or an active Chapter 13 bankruptcy payout (where the borrower has completed at least 12 months of on-time court-approved payments and obtained bankruptcy court permission to buy a home). Active Chapter 13 files always require a manual underwrite.
- A foreclosure, short sale, or deed-in-lieu of foreclosure where the borrower is applying under an extenuating circumstances exception. (See our 2026 Mortgage Waiting Periods Matrix.)
- Undisclosed Mortgage Debt or Unverified Liabilities: If the underwriter discovers a private mortgage, land contract, or monthly liability on the bank statements or title report that was not reported to the credit bureaus and therefore not scored by AUS.
The Complete 2026 FHA Manual Underwriting DTI & Compensating Factor Matrix
When your FHA file receives Refer/Eligible or is manually downgraded, the human underwriter must evaluate your front-end housing ratio (Proposed PITI divided by gross monthly income) and back-end total DTI ratio (Proposed PITI plus all monthly credit debts divided by gross monthly income) against the HUD Handbook 4000.1 Section II.A.5.d.viii Matrix.
Memorize or bookmark this table. It is the exact decision chart every FHA Direct Endorsement underwriter uses in 2026:
| Borrower Decision Credit Score | Maximum Front-End / Back-End DTI | Required Verified Cash Reserves (Minimum Baseline) | Required Official HUD Compensating Factors | Eligible Official Compensating Factors Allowed |
|---|---|---|---|---|
| 500 to 579 (or No Credit Score / Non-Traditional Credit) | 31% / 43% (Note: Non-traditional / no-score files are strictly capped at 31% / 43% with zero DTI expansion allowed) | 1 Month PITI (1 to 2 unit property) or 3 Months PITI (3 to 4 unit property) from borrower's own funds | None required beyond meeting baseline manual credit, housing history (0x30 in 12 months), and reserve rules |
N/A (Cannot exceed 31% / 43% if score is under 580 or non-traditional credit is used) |
| 580 and Above (Tier 1 Manual Baseline) | 31% / 43% | 1 Month PITI (1 to 2 units) or 3 Months PITI (3 to 4 units) | No compensating factors required (other than baseline 1-month or 3-month reserve floor) | Standard manual approval tier when DTI does not exceed 31% front-end and 43% back-end |
| 580 and Above (Tier 2 Manual Expansion) | 37% / 47% | 1 Month PITI (1 to 2 units) or 3 Months PITI (3 to 4 units) | 1 Compensating Factor required | Any one of: (1) Verified Cash Reserves (3+ months PITI on 1-2 units; 6+ months PITI on 3-4 units); (2) Minimal Housing Payment Increase (<=5% or $100 increase over 12-month verified rent); (3) Significant Additional Income not used in qualifying (1+ yr history); or (4) Residual Income meeting VA tables |
| 580 and Above (Tier 3 Manual Expansion) | 40% / 40% | 1 Month PITI (1 to 2 units) or 3 Months PITI (3 to 4 units) | "No Discretionary Debt" rule | Available when the borrower's housing payment is their only open debt, OR all open revolving credit lines have been open >=6 months and paid in full every month for the past 6 months with zero installment debt |
| 580 and Above (Tier 4 Maximum Manual Expansion) | 40% / 50% | 1 Month PITI (1 to 2 units) or 3 Months PITI (3 to 4 units) | 2 Compensating Factors required | Any two of: (1) Verified Cash Reserves (3+ months PITI on 1-2 units; 6+ months PITI on 3-4 units); (2) Minimal Housing Payment Increase; (3) Significant Additional Income; or (4) Residual Income |
Critical Rules Inside the FHA Manual Underwriting Matrix
- The 1-Month PITI Reserve Floor Is Mandatory: On an
Approve/Eligibleautomated FHA loan for a single-family home, you can close with $0 left in the bank after paying your 3.5% down payment and closing costs. On a manual underwrite, HUD requires at least 1 full month of PITI cash reserves (for 1-to-2 unit properties) or 3 months of PITI (for 3-to-4 unit properties) from your own non-gifted funds just to qualify at the31% / 43%baseline. - To Use Cash Reserves as a Compensating Factor to Reach
37/47or40/50, You Need 3+ Months PITI: The 1-month baseline reserve does not count as a compensating factor. To unlock the37% / 47%or40% / 50%DTI tiers using reserves, you must hold 3 or more months of full PITI in liquid, non-gifted reserves after closing (or 6+ months for a 3-to-4 unit property). - Credit History Requirements on Manual Underwrites: Under HUD 4000.1 II.A.5.a.iii, a manual underwriter checks that over the past 12 months you have:
- 0x30 (zero 30-day late payments) on your housing/rent history and all installment loans for the past 12 months (and no more than 2x30 in 24 months).
- No major derogatory events or pattern of late revolving payments in the past 12 months without a documented, isolated extenuating circumstance.

Verification of Rent (VOR) and Non-Traditional Credit References Explained
Whether you are going through manual underwriting because of a Refer/Eligible finding or because you have no credit score / a thin credit file, two documentation packages carry enormous weight: Verification of Rent (VOR) and Non-Traditional Credit References.
How Verification of Rent (VOR) Works
Underwriters want objective proof that you have paid your shelter expense on time on the first of every month for at least the past 12 consecutive months (and up to 24 months on certain programs). How you document VOR depends on who your landlord is:
- Institutional Landlord (Property Management Company or Apartment Complex):
- The lender sends a formal written Verification of Rent (VOR) form directly to the management company, which certifies your lease dates, monthly rent amount, and that you had zero 30-day late payments (
0x30) over the past 12 months.
- The lender sends a formal written Verification of Rent (VOR) form directly to the management company, which certifies your lease dates, monthly rent amount, and that you had zero 30-day late payments (
- Private Landlord (Individual Homeowner or Family Friend):
- When renting from an individual private landlord, a written letter or signed VOR form alone is not sufficient for manual underwriting because it can be easily fabricated.
- Instead, underwriters require 12 consecutive months of cancelled rent checks, bank statements showing recurring electronic ACH/Zelle/Venmo rent transfers matching the lease amount, or money order receipts alongside a copy of the signed lease agreement.
- Readiness Warning: Never pay rent in physical cash without a bank withdrawal trail and formal dated ledger if you plan to apply for a mortgage within the next 12 months. Paying rent via check or traceable electronic bank transfer creates an indisputable 12-month paper trail.
- Rent-Free Living ("Living With Family"):
- If you live rent-free with parents or relatives to save for a down payment, the underwriter requires a signed Rent-Free Letter from the homeowner confirming you have lived at the residence rent-free. Note, however, that if you pay $0 rent today, you cannot claim "minimal housing payment shock" as a compensating factor, meaning you will need other compensating factors (such as 3+ months of PITI reserves or low DTI) on a manual underwrite.
How Non-Traditional Credit Works for "No-Score" or "Thin-File" Borrowers
If you live debt-free or have fewer than two or three active credit bureau tradelines, Equifax, Experian, and TransUnion may return an "Insufficient Credit" or "No Score" result. You do not need to take on high-interest debt just to qualify for a mortgage. Under HUD Handbook 4000.1 Section II.A.5.a.ii(B) and Fannie Mae Selling Guide B3-5.4-01, underwriters can construct a Non-Traditional Merged Credit Report (NTMCR) or evaluate 3 to 4 independent non-traditional credit references, each with a 12-month history of on-time payments (0x30 in 12 months).
HUD divides non-traditional credit into two priority groups:
| Non-Traditional Credit Tier | Qualifying Payment Accounts | Underwriting Requirement |
|---|---|---|
| Group I References (Primary Priority) | 1. Rental Housing Payments (verified via VOR or 12 months cancelled checks/bank statements) 2. Utility Bills not included in rent (electric, gas, water, landline/internet, cable) 3. Cell Phone / Telecom Service in the borrower's name |
Borrower must provide at least one Group I reference (ideally rental housing history). If Group I references are available, they must be exhausted before using Group II references. |
| Group II References (Secondary Priority) | 1. Insurance Premiums paid monthly or quarterly (auto insurance, renters insurance, life/health insurance not payroll-deducted) 2. Childcare / School Tuition payments 3. Retail Store / Local Business installment accounts, auto leases, or 12-month documented regular personal savings deposits (showing increasing balance with zero NSF/overdraft fees) |
Used to reach the required minimum of 3 total credit references when the borrower has fewer than 3 Group I references. |
Remember: On an FHA loan underwritten using non-traditional credit (or when no borrower has a credit score), debt-to-income ratios are strictly capped at 31% front-end / 43% back-end, and no compensating factors may be used to exceed 31/43.
Why Some Lenders Refuse Manual Underwriting (And How to Find One That Does It)
One of the most frustrating experiences for homebuyers is receiving a mortgage denial letter after a Refer/Eligible AUS finding, only to learn later that the loan was completely approvable under HUD or VA manual underwriting rules.
Why does this happen? Because manual underwriting is optional for individual mortgage lenders. Many high-volume retail banks and online call-center lenders enforce an internal lender overlay stating: "We only originate loans that receive an automated Approve/Eligible finding." Manual underwriting takes three to four times more underwriter hours per file and carries stricter quality-control audits from HUD and the GSEs.
If you have been denied after a Refer/Eligible finding, follow these steps (and review our Mortgage Denial Recovery Roadmap):
- Request Your Adverse Action Notice & AUS Findings Summary: Under the Equal Credit Opportunity Act (ECOA), ask your loan officer whether your file was denied because it failed official HUD/VA/Fannie Mae guidelines, or because the lender does not perform manual underwriting on
Refer/Eligiblefiles. - Determine Whether You Can Flip
Refer/EligibletoApprove/Eligiblein 30 to 60 Days: Often, a file receivesRefer/Eligiblefor a fixable reason: a single credit card reporting 82% utilization, an active credit bureau dispute remark that can be released, or a back-end DTI ratio that drops 4 percentage points once a federal student loan IDR statement is documented (see our Student Loan Payment Readiness Guide). Flipping the file toApprove/Eligibleopens up much higher DTI tolerances and removes manual reserve hurdles. - If Manual Underwriting Is Your Best Path, Package Your File Before Applying: When interviewing an independent mortgage broker or full-Eagle FHA/VA lender that performs manual underwriting, bring a complete Manual Underwriting Readiness Packet on Day 1:
- 12 months of sequential cancelled rent checks or bank statements proving
0x30housing history. - 60 days of clean bank statements showing at least 1 to 3+ months of PITI cash reserves from your own seasoned funds.
- A concise, factual Letter of Explanation (LOE) with supporting documentation (such as medical discharge papers or layoff severance records) for the historical event that caused the
Referfinding, proving the event was isolated and that you have re-established 12+ months of clean payment habits.
- 12 months of sequential cancelled rent checks or bank statements proving
How to Prepare Your File for AUS Approval or Manual Underwriting
Whether your goal is to earn an instant Approve/Eligible on Desktop Underwriter / TOTAL Scorecard or pass a human manual underwrite on the first review, the preparation checklist maps directly to UQUAL's four pillars:
- Pillar 1 (Credit Profile & Dispute Hygiene): Keep all revolving credit cards below 10% to 30% utilization before statement closing dates, maintain zero 30-day late payments for at least 12 consecutive months, and ensure no non-medical derogatory accounts totaling $1,000+ carry active dispute remarks. (Need a 90-day credit and reserve roadmap? See our How to Get a Mortgage With Low Credit Guide.)
- Pillar 2 (DTI & Payment Shock Control): Target a front-end housing ratio at or below 31% and a back-end total DTI ratio at or below 43% (or 37%/47% with one verified compensating factor) so your file qualifies even if routed to manual review.
- Pillar 3 (Down Payment & PITI Cash Reserves): Build at least 1 month of full PITI reserves (the mandatory FHA manual floor) and ideally 3+ months of PITI reserves (an official HUD compensating factor) in your own seasoned bank accounts above and beyond your down payment and closing costs.
- Pillar 4 (Documentation & Housing Verification): Keep 60 days of bank statements free of unsourced cash deposits, gather 12 months of verifiable rent payment receipts, and consult a free HUD-approved housing counselor through the Consumer Financial Protection Bureau's official HUD-approved housing counselor directory if you want localized budget support.

Frequently Asked Questions
What does Refer/Eligible mean on an FHA or conventional mortgage?
Refer/Eligible means your loan meets the basic program eligibility rules (such as loan amount, occupancy, and minimum credit score), but the Automated Underwriting System (AUS) cannot issue an algorithmic approval and is referring the file to a human underwriter for a manual underwrite. It is not an automatic denial, provided your lender performs manual underwriting and your file meets manual DTI, housing history, and cash reserve standards.
What are the FHA manual underwriting DTI limits in 2026?
Under HUD Handbook 4000.1 Section II.A.5.d.viii, the baseline FHA manual underwriting debt-to-income (DTI) limit is 31% front-end (housing expense) and 43% back-end (total debt) when the borrower has zero compensating factors or a credit score between 500 and 579. For borrowers with a 580+ credit score, maximum manual DTI limits increase to 37% front-end / 47% back-end with one verified HUD compensating factor, 40% / 40% with zero discretionary debt, and 40% front-end / 50% back-end with two verified HUD compensating factors.
What is the difference between Fannie Mae DU and Freddie Mac LPA?
Desktop Underwriter (DU) is Fannie Mae's automated underwriting system, while Loan Product Advisor (LPA) is Freddie Mac's automated underwriting system for conventional mortgages. While both evaluate credit, DTI, LTV, and reserves, they use separate proprietary risk models. A borrower who receives a Refer with Caution finding on Fannie Mae DU may sometimes receive an Accept/Eligible approval on Freddie Mac LPA, which is why experienced lenders test borderline conventional files on both systems.
Why was my mortgage downgraded from Approve/Eligible to manual underwriting?
Even when an Automated Underwriting System issues an Approve/Eligible finding, agency rules require the human underwriter to downgrade the loan to manual underwriting if specific risk triggers appear in the file. Common mandatory downgrade triggers on FHA loans include cumulative disputed non-medical derogatory accounts of $1,000 or more, a decision credit score below 580, an active Chapter 13 bankruptcy repayment plan, recent mortgage late payments, delinquent federal debt (CAIVRS), or undisclosed liabilities.
How many months of cash reserves are required for FHA manual underwriting?
All manually underwritten FHA loans require a mandatory minimum baseline of 1 month of full Principal, Interest, Taxes, and Insurance (PITI) cash reserves for 1-to-2 unit properties, or 3 months of PITI reserves for 3-to-4 unit properties, held in the borrower's own liquid accounts after closing. If you want to use cash reserves as an official HUD compensating factor to qualify for higher manual DTI ratios (37%/47% or 40%/50%), you must verify at least 3 months of PITI reserves on a 1-to-2 unit home (or 6 months on a 3-to-4 unit property). Gift funds cannot be used to satisfy manual underwriting reserve requirements.
Can I get a mortgage with no credit score through manual underwriting?
Yes. FHA, VA, USDA, and conventional (Fannie Mae/Freddie Mac) programs all permit manual underwriting for borrowers who have no credit score ("insufficient credit"). You must establish a non-traditional credit history using at least three to four independent payment references over the past 12 consecutive months with zero 30-day late payments, including Group I references (rental housing payments, utilities, cell phone) and Group II references (auto/renters insurance, childcare, or documented regular savings deposits). On FHA no-score manual underwrites, DTI is strictly capped at 31% front-end and 43% back-end.
How do I prove 12 months of on-time rent payments (Verification of Rent)?
If you rent from a professional property management company or apartment complex, your lender can obtain an institutional Verification of Rent (VOR) form signed by the management office. If you rent from an individual private landlord, a signed form alone is usually not enough; underwriters require 12 consecutive months of cancelled rent checks, bank statements showing recurring electronic rent transfers matching your lease, or money order receipts alongside your signed lease agreement.
How does VA manual underwriting work for veterans?
When a VA home loan does not receive an automated AUS approval, a VA Staff Appraisal Reviewer (SAR) or automatic-authority underwriter can manually underwrite the loan under VA Pamphlet 26-7 Chapter 4. VA manual underwriting places heavy emphasis on 12 months of clean housing and credit history, a detailed Letter of Explanation for past credit events, a 41% benchmark DTI ratio, and regional VA residual income tables. If a veteran's DTI exceeds 41% on a manual underwrite, the underwriter looks for tax-free income or residual income exceeding the regional guideline by at least 20% (120% residual income).
How long does manual underwriting take compared to automated underwriting?
While an Automated Underwriting System generates a preliminary finding in seconds and human verification of an Approve/Eligible file typically takes 2 to 5 business days, a full manual underwrite generally takes 5 to 15 business days. Manual files require line-by-line verification of 12-month rent records, 60-day asset sourcing, Letters of Explanation, and often a second-level underwriting supervisor signature.
Can I flip a Refer/Eligible finding into Approve/Eligible before closing?
Frequently, yes. If your loan officer identifies what triggered the Refer/Eligible result, such as high credit card utilization above 30% to 50%, a back-end DTI slightly over program thresholds, or an active dispute remark on your credit report, addressing that specific blocker and re-running AUS after your credit report updates (or via a lender rapid rescore when documentation proves a balance change) can flip the finding to Approve/Eligible.
What is a Letter of Explanation (LOE) for manual underwriting?
A Letter of Explanation (LOE) is a signed, factual statement written by the borrower explaining the circumstances behind past credit delinquencies, collections, bankruptcies, employment gaps, or large bank deposits. An effective underwriting LOE states the specific dates and cause of the isolated event (such as a documented medical emergency or layoff), explains how the issue was resolved, and points to 12 to 24 months of clean, re-established payment history showing the event will not recur.
Why did my bank tell me I was denied after Refer/Eligible if FHA allows manual underwriting?
Many banks and retail mortgage lenders enforce internal "lender overlays" that prohibit manual underwriting altogether because manual files take longer to process and review. If your lender has a "no manual underwrite" overlay, a Refer/Eligible finding results in a denial at that specific bank even if your file meets every HUD Handbook 4000.1 manual underwriting requirement. You can either work with a lender that underwrites manually or address the underlying credit/DTI blocker so your file earns Approve/Eligible.
